It's not just the tasty fried tacos, the yummy chicken enchiladas, and delicious sangria that will keep you coming back to Arcos for more. It's a combination of things--the fact that the food is not only delish but also surprisingly cheap. And it's served up in a beautifully designed and decorated restaurant that has a lovely grotto out back (see "Best Courtyard Dining") where a mariachi band will serenade you as you enjoy your meal. It's like a mini vacation to Mexico. But don't eat and drink too much while you're there, else you might pass out, dream you're south of the border, then be sorely disappointed when you awake to find that you're still in Upper Fells Point.
