In Seattle and Portland, Ore., they call a rainy-day drink special "happy hour," but here in Charm City we call it genius. Next time the purple skies open up, stop in at Captain Larry's and ask for a Dark and Stormy. This tasty blend of spicy Barritt's ginger beer from Bermuda and Gosling's Black Seal rum, served in a pint glass with ice and a slice of lime, is half off when it rains. Drink one when rain is beating on the windows beside the black-and-white panorama painting of the harbor or at the dark wooden bar under model ships and feel your spirits lift.
