Tom Rowley’s has an old traffic light hanging above its entrance. When the green light is on, Tom’s is open. When it’s red—which is most of the time, including all of August—it’s closed. Rowley likes to say his is “the only green light you stop for on Pratt Street.”

If you’re fortunate enough to be ambling by when Tom is holding court, and you get to meet his regulars and drink his super-cheap bottled beers (most times he’ll only charge a buck, but don’t you dare try to tip—he’ll just turn away the money), you’ll see why every hour Tom’s is open is happy hour. It can’t be beat.
