Friday, Feb. 15

12:28 a.m. Jeff Payne, a 22-year-old African-American man from Virginia Beach, was at a party in the Morgan View apartment building in the 1500 block of Pentridge Road near Morgan State University. The apartment complex houses Morgan students, but according to police Payne was not enrolled at the school. At some point during the party Payne was shot in the body and collapsed, blocking the entrance to the apartment. He was taken to Good Samaritan Hospital where he died at 1:15 a.m. This is the sixth murder in the Northeastern police district, which is currently the most murderous police district in the city, eclipsing even the notoriously dangerous Eastern and Western districts.

8:59 a.m. Later that morning several people who lived in the 4400 block of Fairview Avenue in the West Forest Park neighborhood called 911. When police arrived they found Shenera Norris, a 31-year-old African-American woman who lived in the block, lying dead outside an apartment building. She had been stabbed repeatedly and her throat was cut. Some neighbors approached the police officer at the scene and told him that the person who stabbed Norris was inside an apartment in the building. The officer kicked in the apartment door and found Dale Jones, a 48-year-old African-American man, in the apartment. According to police he had a knife in his hand. The officer told Jones to drop the knife. Jones allegedly told police that they would have to kill him and charged the officer. The officer fired his gun, striking Jones several times. Jones died at Sinai Hospital at 1 p.m. According to witnesses, Jones chased Norris, who was either naked or only partially clothed, stabbed her, and threw her out a first-story window. Jones and Norris had a 1-year-old child together. Both Norris and Jones had filed several domestic abuse claims against each other. There have been three police-involved shootings this year. All of them have been fatal.

Saturday, Feb. 16

1:10 a.m. The next day, police found an African-American female in her late teens lying in a vacant lot in the 3400 block of Woodland Avenue in Central Park Heights. She had been shot in the head and was dead. Police do not yet know her name. She is the fourth female murdered in the first 47 days of this year.


On Feb. 4, Danny Battle, a 21-year-old African-American man, was arrested for the Jan. 25 murder of Irvin Lawson, a 32-year-old African-American man. Lawson was found shot in the head on the steps of his home in 900 block of Pennsylvania Avenue off Martin Luther King Jr. Boulevard.

Allen Banks, a 28-year-old African-American man, was arrested on Feb. 7 for the Jan. 17 murder of Collin Mazyck, a 24-year-old African-American man. Mazyck was shot to death in the 2700 block of Tivoly Avenue near Clifton Park.
