From busted heating systems to head lice, calls come in to 311 from people who are mad about Baltimore's public schools. Presumably, the more education-related complaints go somewhere more specific (like maybe the principal), but for everything else, there's the City. There were only 217 complaints specifically about the Baltimore City Public School System.

Gilmore Elementary, 5/6/2008: TEACHER STATES THERE IS NO TOILET PAPER IN THE BUILDING. TOILET PAPER IS ON BACK ORDER.
Charles Carrister Elementary, 9/23/2008: THE LIGHTS CONNECTED TO SCHOOL THAT ARE REFLECTING ON THE PLAYGROUND WERE CUT OFF DUE TO NEIGHBORS COMPLAINING ABOUT THE LIGHTS BEING TOO BRIGHT, BUT AS AN EFFECT THERE ARE PROSTITUTES (still there in the morning).
John Ruhrah Elementary, 10/9/2008--BATHROOMS ARE DIRTY AND FOUL SMELLING CAFETERIA VERY DIRTY CHILDREN ARE NOT SUPERVISED IN CAFETERIA (HAVE FOOD FIGHTS).
